The association, the International Center for Education and Social Reintegration (ICESR), which is an apolitical and non-profit structure, is part of a set of humanitarian associations recognized by the public authorities. It is a group of people motivated for a specific purpose. This includes raising awareness, motivating and mobilizing any individual or legal person to become more involved in the care of the most vulnerable young people. One of the United Nations goals, which is focused on reducing poverty, is an integral part of the objectives of the association.

Indeed, poverty has increased in Togolese society. It is mainly due to the combination of several factors :
- The global economic crisis of the planet ;
- The long political and social crisis that Togo has been going through for several decades.
This worring rise in poverty risk (could) in the long run undermine national and even regional peace. The particular concern of national actors would be to help curb (stem) this rampant poverty. But in the absence of effective and substainable means, this evil still gangrene a good part of the Togolese population. Citizens have seen their standard of living go down (fall). And as a result, the most marginalized are the most vulnerable to the harms of these crises. There is a high rate of unemployment and juvenile delinquency.
Discouragement in the face of this precariousness of life, often leads some of these young people in search of easy gain hence a tendency to swindle (to scam) and delinquency.
In this respect, the Association has identified the most important (significant) cases to establish an appropriate specification. Small circumstantial projects have been set up (put in place) to solve specific situations.
In order to respect the agenda of these activities, the Association ran a fund raising (working capital) campaign. On the one hand, members made a payment of their usual contributions, on the other hand, the collection has turned towards moral and physical partners who share the same ideals.

The resources of CIERS consist of:
- Dues paid by members;
- Grants or grants that can be provided by benefactors and partners ;
- Donations and legacies;
- Voluntary offerings from members or others who are sensitive to our goals;
- Any other resource authorized by law.
